조태열 대한민국 외교부장관과 안토니 블링컨 미합중국 국무부장관 그리고 이와야 다케시 일본 외무대신은 금일 유선협의를 갖고 북한이 10월 31일(현지시간) 감행한 대륙간탄도미사일 발사를 강력히 규탄하였다. 북한의 발사는 다수 유엔 안보리 결의에 대한 명백한 위반이다. 우리는 북한에게 한반도를 넘어 전 세계의 평화, 안전을 위협하는 일련의 도발과 불안정 조성 행위를 즉각 중단할 것을 강력히 촉구한다.

우리는 금번 발사가 북한이 대한민국을 적대국가로 헌법에 새롭게 규정했다고 밝힌 이후에 감행된 것에 주목한다. 미국과 일본은 평화롭게 통일된 자유롭고 평화로운 한반도에 대한 지지를 재확인하였다. 우리는 북한이 대화로 즉각 복귀할 것을 재차 촉구한다. 오직 대화를 통해서만 한반도에 항구적 평화를 이룰 수 있다.

한미일은 한반도의 완전한 비핵화를 목표로 국제사회와 함께 계속 긴밀히 공조해 나갈 것이다. 우리는 또한 국제사회와 협력하여 북한이 불법적인 대량살상무기와 탄도미사일 프로그램의 자금원으로 사용하는 모든 불법 자금 조달을 차단하기 위한 공동의 노력을 강화해 나가기로 하였다. 우리는 북한이 한정된 자원을 주민들이 아닌 불법 무기 프로그램에 전용하기로 한 결정을 개탄한다. 북한은 불법 수익창출 행위를 통해 획득한 추가 수익을 탄도미사일 프로그램 개발에 활용하고 있으며, 다수의 유엔 안보리 결의를 위반하여 탄도미사일 및 여타 무기들을 러시아로 계속 이전하고 있다.

한미일은 지속적인 불법 무기 이전 및 최근 북한군의 러시아 파병을 포함한 러북 간 군사협력 심화를 가장 강력한 언어로 규탄한다.

미국은 대한민국과 일본에 대한 미국의 방위 공약이 철통같으며, 핵을 포함하여 모든 범주의 역량으로 뒷받침되고 있음을 재확인한다. 아울러, 3국은 점증하는 북한의 핵‧탄도미사일 위협을 더욱 효과적으로 억제하고, 대응하기 위해 3국 간 안보협력을 계속 강화해 나갈 것이다.

Joint Statement on the DPRK Launch of an

Intercontinental Ballistic Missile

Republic of Korea (ROK) Foreign Minister Cho Tae-yul, U.S. Secretary of State Antony Blinken and Japanese Foreign Minister Iwaya Takeshi held a call today to strongly condemn the launch of an intercontinental ballistic missile (ICBM) by the Democratic People’s Republic of Korea (DPRK) on October 31 (local time). The DPRK’s launch is in flagrant violation of multiple UN Security Council resolutions. We strongly urge the DPRK to immediately cease its series of provocative and destabilizing actions that threaten peace and security on the Korean Peninsula and beyond.

We note the launch took place following the DPRK’s announcement that its Constitution newly defined the ROK as a hostile state. The U.S. and Japan reiterated their support for a peacefully unified Korean Peninsula that is free and at peace. We again urge the DPRK to return to dialogue immediately. Only through dialogue can we achieve a lasting peace on the Korean Peninsula.

The ROK, U.S. and Japan, together with the international community, will continue to work closely towards the goal of complete denuclearization of the Korean Peninsula. We are also committed to strengthening our joint efforts, in close collaboration with the international community, to block the DPRK’s illicit revenue generation funding its unlawful WMD and ballistic missile programs. We deplore the DPRK’s decision to divert its scarce resources away from its people to these unlawful weapons programs. The DPRK uses the additional revenue gained through illicit revenue generation to advance its ballistic missile program and continues to transfer ballistic missiles and other arms to Russia in violation of multiple UN Security Council resolutions.

The ROK, U.S. and Japan condemn in the strongest terms deepening military cooperation between the DPRK and Russia, including continued unlawful arms transfers, as well as the recent deployment of the North Korean troops to Russia.

The United States reiterates that its commitments to the defense of the ROK and Japan are ironclad and backed by the full range of capabilities, including nuclear. In addition, the three countries will continue to strengthen our trilateral security cooperation to deter and respond to the DPRK’s advancing nuclear and ballistic missile threats more effectively.
