뉴스부산=정부-지자체가 지역상생과 기후위기에 대비한 '정부-지자체 자연유산 보호 협의체'를 최초 출범시킨다.

국가유산청(청장 최응천)은 농림축산식품부(농촌진흥청 국립농업과학원), 산림청, 제주특별자치도 세계유산본부와 19일 오후 3시 제주특별자치도 소통협력센터에서 자연유산을 중심으로 지방소멸 방지와 기후위기에 대응하기 위해 「지역상생과 자연유산 보호관리 고도화를 위한 정부-지자체 업무협력」 협약식을 개최하고, 본격적인 협의체를 출범한다고 18일 밝혔다.

이날 국가유산청에 국영문으로 동시배포한 자료에 따르면 자연유산과 관련된 국내 보호구역은 대부분 여러 행정구역에 걸쳐 있고, 현재 국가유산청(자연유산), 농림축산식품부(국가중요농업유산), 산림청(산림문화자산) 등에서 소관 법률의 보호 목적에 따라 각각 관리하고 있어 기후위기로 인한 자연재해가 급증하는 현 상황에서 각 기관의 협업과 관리 고도화의 필요성이 높아졌다.

이번 협의체 출범은 정부부처와 지자체가 적극적으로 소통해 기후위기와 지방소멸위기에 대응하고 자연유산을 체계적으로 보존·관리하기 위하여 추진된 것으로, 수차례의 협의를 통해 성사되었으며, 자연유산을 중심으로 한 정부와 지자체 간 협의체 구성은 처음 있는 일이다. 협의체 사무국은 제주특별자치도의 제주세계유산본부에 설치되어 운영된다.

협약의 주요내용은 ▲지역상생과 자연유산 보호 관리의 고도화를 위한 보존·관리·활용정책 계획수립 및 시행, ▲자연유산의 기후변화 대응을 위한 보전·복원 및 재난 관리 관련 연구·사업, ▲자연유산 보존·관리·활용을 위한 상호 인적교류, ▲자연유산(유네스코 세계자연유산 포함) 관련 정책 및 자료 공유, ▲자연유산 관련 보존·관리·활용 및 교육·전시·홍보, ▲기타 협의체 운영을 위한 협력 등이다.

협의체에서는, 국가유산청이 자연유산 지정구역의 관리를 담당하고, 산림청이 완충구역의 산림생태계 복원사업을, 농림축산식품부(농촌진흥청 국립농업과학원)·제주특별자치도가 자연유산 주변의 협력구역에서 주민 대상 활용사업을 각기 담당해 제주특별자치도 내 보호지역에 대한 공간별·기능별 유기적인 협력 체계를 구축할 예정이다.

제주특별자치도는 유네스코 세계자연유산과 천연기념물, 명승 등 다수의 자연유산이 분포해 있는 대표적인 지역인 만큼, 각 기관별 특화된 보호정책 경험을 토대로 완전성 있는 관리가 이뤄질 수 있을 것으로 기대된다.

국가유산청은 제주특별자치도에서의 성공적인 협의체 운영을 토대로 향후 관리 대상지역을 확대하고자 하며, 정부부처 간 협력망 구축과 국내 자연유산 보호의 모범적인 선례로 자리매김할 수 있도록 각 부처 및 지자체 간의 유기적 협력관계를 지속할 예정이다.

First Launch of the Central-Local Government Cooperative Body for Natural Heritage Protection in Response to Regional Symbiosis and Climate Crisis

-MOU signed by the Korea Heritage Service, the Ministry of Agriculture, Food and Rural Affairs (the National Institute of Agricultural Sciences under the Rural Development Administration), the Korea Forest Service, and the Jeju World Natural Heritage Center for Natural Heritage Preservation, Management, and Utilization (October 19) -

The Korea Heritage Service (KHS, Administrator Choi Eung-Chon) announced that the Ministry of Agriculture, Food and Rural Affairs (MAFRA) (the National Institute of Agricultural Sciences(NIAS) under the Rural Development Administration(RDA)), the Korea Forest Service (KFS), and the Jeju World Natural Heritage Center (Jeju WNHC) will host a ceremony to sign the "Central-Local Government Cooperation Agreement for the Regional Symbiosis and the Advancement of Natural Heritage Protection and Management” on October 19 at 3 PM at the Jeju Special Self-Governing Province Communication Cooperation Center (5th floor).

Protected areas related to natural heritage in Korea are mostly distributed across multiple administrative districts and are managed by various government ministries, including the KHS (Natural Heritage), MAFRA (National Important Agricultural Heritage), and the KFS (Cultural Assets in Forest), according to their respective legal protection objectives. In the current situation, where natural disasters caused by the climate crisis are increasing, there is a growing need for collaboration among ministries and enhanced management.

The establishment of this cooperative body is the first of its kind, pursued through active communication between central and local governments to systematically preserve and manage natural heritage while addressing climate and local extinction crises. The secretariat of the cooperative body will be established at the Jeju WNHC.

Key contents of the agreement include: ▲ Establishment and implementation of preservation, management, and utilization policy plans for regional symbiosis and the advancement of natural heritage protection, ▲Research and projects related to the conservation, restoration, and disaster management for natural heritage in response to climate change, ▲ Mutual personnel exchanges for the preservation, management, and utilization of natural heritage, ▲ Sharing of policies and materials related to natural heritage (including UNESCO World Natural Heritage), ▲ Preservation, management, utilization, education, exhibition, and promotion related to natural heritage, and ▲ Other matters necessary for the operation of the cooperative body and its member organizations.

The cooperative body will establish an integrated cooperative system for protected areas in Jeju Special Self-Governing Province, with the KHS responsible for managing designated natural heritage zones, the KFS handling forest ecosystem restoration projects in buffer zones, and MAFRA, the NIAS, and Jeju WNHC managing community utilization projects in collaboration areas surrounding the natural heritage sites.

Jeju Special Self-Governing Province is a representative area where numerous natural heritage sites, including UNESCO World Natural Heritage Sites, Natural Monuments, and Scenic Sites, are located. Given its diverse and specialized protection policies from each agency, comprehensive management is expected to be achieved.

The KHS aims to expand its operations based on the successful management of the cooperative body in Jeju Special Self-Governing Province, establishing itself as a model for cooperation among central and local governments in the protection of Korean natural heritage. The cooperative body will continue to maintain an integrated collaborative relationship between ministries and local governments, with the shared goal of regional symbiosis and the advancement of natural heritage preservation and management.
